Job Title: Housing/Modernization Inspector
Reports to: Director of Maintenance and the Executive Director
Job Summary
The Framingham Housing Authority seeks a Housing Inspector involving the inspection of the privately-owned housing units and public housing units in accordance with established governmental standards and regulations. The incumbent is continually called upon to make independent judgements and must prepare monthly written reports, as well as inspection reports per inspection. Considerable amount of time is spent in the discussion of dwelling problems with landlords and tenants, the ability to communicate clearly and concisely is expected.
Duties and Responsibilities
- Performs inspections and re-inspections of all units funded by the Authority’s state rental assistance program and federal section 8 program and other federally funded programs, to assure compliance with HUD Federal REAC standards; Housing Quality Standards, HOME funds and State Building and Sanitary Code.
- Makes a determination if the unit meets the necessary codes and regulations. Recommends necessary repairs to approve the unit not in compliance with regulations.
- Maintains files on all inspections and re-inspections, including recommendations for repairs and any follow-up as required with Property Owners in the case of the federal and state programs.
- Quality Control of work orders to make sure work was completed and in a timely manner. Preforming Quality Assurance inspections on at least 45% of work orders to make sure work was completed properly.
- Monitors work orders to ensure compliance with state and federal regulations for timeframes.
- Assist in the development of trainings and procedures as needed, as well as perform trainings as needed.
- Preforms other related duties of the class, as required.
- Work with Senior Tenant Selector on leasing of units, for timely turnover of units to meet State and Federal guidelines.
- Notify the Maintenance Director and or Executive Director of any issues or concerns they may find that may be negative to the Housing Authority.
- Conduct inspections of Modernization projects. Provide reports for modernization manager, attend weekly meetings.
Knowledge, Skills and Abilities
- Knowledge of State Building Code and State Sanitary code.
- Knowledge of the HUD Housing Quality Standards.
- Knowledge of the state and federal laws and regulations as they apply to lead paint and asbestos
- Proven Customer Service skill with difficult at times clientele.
- Ability to communicate orally and in writing to others.
- Ability to write clear and concise reports.
- Basic knowledge of public health principles.
- Basic knowledge of federal Section 8 Housing Programs and the State Rental Assistance.
- Ability to give negative feedback in a respectful manner.
- Knowledge of DHCD’s PMR program a plus
- Basic knowledge of construction software (Procore, Timberline).
- Knowledge of State Sanitary Code.
Qualification Requirements
- A Minimum of five (5) years of progressively responsible experience in general building A construction supervisors license a plus as well as any other certifications in the
building trade.
- A minimum of three (3) years’ experience with a public housing agency or municipal health or building department as a housing inspector or related position would be desirable.
- A valid Driver’s license; and able to be insured to drive a state vehicle.
- At least one (2) years of supervision experience with 2 or more employees.
- Proficient in: Microsoft Outlook; Word; Excel and data entry into databases.
- Ability to create charts, graphs and present data in a manner that is easy to understand using Excel.
- Nan McKay Housing Quality Standards (HQS) Certification within the first 6 months of hire.
- NSPIRE Certification – Federal PH.
Working Conditions
At times, the Housing Inspector may be required to work evenings or weekends or called in to assist in emergencies. Will be required to work snow operations.
Criminal background and driving record check will be done at time of offer.
Salary
$78,000 plus overtime.
This is a non-union position. 37.5 hours
